Are we looking at some sort of non-existent chimera or an interpretation of a real animal? I suppose for our ancestors those two categories were somewhat blurry.
The Arabic script makes me wonder if it’s a middle-eastern attempt at depicting a Huponiu, an kind of amphibious ox/yak from China often described and depicted with sail-like fins on their backs.

Why is everyone going after the Inuit monster, when it’s obviously has a form of Islamic script? Also, I say a jackal or a hyena.

I thought it seems akhlut, but the characters and drawing stroke looks like west asian styles.
